    They diverged exactly as two hand-maintained copies do: PROGRESS's
    `[0.4.65]` queue listed the regression-baseline item that `[0.4.66]` then
    actioned, while CHANGELOG's `[0.4.65]` queue never listed it and instead
    carried a `--jobs` note the run had already rejected by design. The same
    version therefore carried two different queues, so an item could sit in one
    file and be re-proposed from the other - and nothing versioned checked it.

        is the defect [0.4.102] carried at EOF for one run - found by counting
        (61 raw headings against 60 read as sections), while this tool exited 0

        brief that lives outside the repo, and reddening for it would punish
        the rule's own queue item.
      - a token carrying `…`, `*` or `?` is a PATTERN, not a path, so it is
        answered by a glob: at least one file must match. `tools/…` therefore
        passes a healthy repo instead of being a phantom by typo, while
        `tools/nothing-…` is still red.
      - the marker is read across the WHOLE bullet, as the queue item words it.
        KNOWN FALSE POSITIVE, stated rather than papered over: a bullet that
        merely QUOTES `new tool` is excused for every token it carries - the
        live bullet quotes all three markers because it describes this rule.

- **The queue read, and why this was the step.** Run 883's post-commit handover left **(1)** as the standing measured observation: the guard's token list covers the three senior-role applicants only, so the second proposal's request id still sits unflagged — extend it **with that defect named in the entry**, redact the note in the same commit, never add a token whose regex matches its own documentation. Everything ranked ahead is waiting on somebody else: STEP 0 reads **0 unread / 0 owed**, so the `GETTING_STARTED.md` **keep/fold/retire** answer has not arrived; **(93)**/**(97)(a)** are idle (`tools/hire-agent list` → still the same 2 proposed, queue untouched); **(av)(d)** still blocked on the `REPORT.md` §14 ownership sign-off; **(i)** operator-only; the `SOA:gladex.de … mname=placeholder` row and §14's open blocks are investor decisions; `failed-units [OK] 0`.

- **The defect, measured before a line was edited.** `applicant_pii_tokens()` held **13** tokens — address, full name, surname (and phone/subject variants) for the three senior-role applicants, nothing else. Replaying that list over the exact string the second proposal is filed as, `hiring/queue/ruben-stoll.json — id "ruben-stoll"`, returned **0 hits**: the guard could not have flagged that id in *any* tracked file. The id is in git right now in **33 tracked files, every one of them exempt by construction** (`agent-logs/PROGRESS.md`, `CHANGELOG.md`, the eight identity shift logs, `mailboxes/`, `team/APPLICATION-LOG.md`) — which is precisely why the suite read **53 / 0** while the string sat there. A whole-tree replay with the proposed new tokens was run before the edit: **0 hits in non-exempt files**, 33 exempt hits, so the extension could not redden anything.

- **Fix = three tokens + one control.** `applicant_pii_tokens()` gains `name (second proposal)` (`ruben\s+stoll`), `surname (second proposal)` (`\bstoll\b`) and `request id (second proposal)` (`ruben-stoll`) — the same three shapes the other applicants already carry (full name, surname, identifier). The surname token alone already catches the hyphenated id (a hyphen is a word boundary), so the id token exists to make the *hit* name the id rather than a surname. **No birthdate token** was added: a date pattern matches ordinary prose everywhere, and no applicant has one either. One control was added beside the existing ones — `control: the second proposal request id IS flagged by the token matcher` — because a matcher nobody has seen fire is prose: the old list scores **0** on that fixture and the new list **4**, and the untouched no-false-positive control (`$fixtureOwn`) still passes.

- **The note: measured, not assumed — nothing to redact, so another desk's file was not edited.** The queue says the id "still sits in that note"; run against `agent-logs/qa-hr-guards-2026-10-10.md` the new list returns **0 hits** (and `grep -i` for the surname, the given name, the three applicants' names, both phones, both addresses and both birthdates returns nothing either) — `a5a39eb`'s own redaction had already replaced the ids with role descriptors. So the redaction half of this queue item is already satisfied, **measured**, and this run writes nothing into another desk's shift note. The "never a token whose regex matches its own documentation" rule is honoured the same way: the literals live only where the guard exempts them by construction — the suite's own source (`$SELF`), `agent-logs/PROGRESS.md` and `CHANGELOG.md` (all in `$HR_EXEMPT`) — and the one **non-exempt** document describing this change, that QA note, was verified **0 hits** with the new list before this entry was written.

- **Queue — next small step (read this first):** **`[0.4.298]` is landed — item (1) is DONE: the guard's token list covers both proposed requests and reads `54 / 0`; do not re-open it, do not re-redact the QA note** (it measures 0 hits with the new list — re-open only on a measured hit), **and keep the literals out of every non-exempt file**: the note, `team/APPLICATIONS.md` and any other scanned path must never spell the request ids.
