### Fixed
- **One absent heading reddened three things at once.** Two committed lines in `agent-logs/identity-jonas.md` (51700, 54509) cite this version, and CHANGELOG.md carried no such heading, so `tools/repo-lint` exited **1** with `citations_missing` = 2. repo-lint is a child of `tools/system-status`, so the live `go-compile` row read `warning - repo-lint exit 1 - other check(s) not clean`, `tests/test_system_status_go_compile.sh` failed its `live go-compile row is ok` assertion (**108 passed, 1 failed**), `tests/test_gladex_monitor.sh` A9/A10/A11 sat red, and `tools/promote-dev-to-prod` reported **commit-lint REFUSED** — no identity on this box could promote a change until the heading existed.
- **Why the main loop is the one to write it.** The previous main-loop entry closed with *"Owner: the runs that cited it"*, and the citing run then wrote the opposite in its own shift log: `identity-jonas.md` says a block for this version *"is a main-loop decision, not a shift step"*, `identity-sofia.md` says *"the main loop hasn't written into CHANGELOG yet … Not mine, and I'm leaving it alone."* Every other identity has declined the job, so the deferred decision lands here. This block documents a reconciliation, not a feature, and its title says that rather than dressing a linter fix up as a release.
- **The number is claimed, so the fix cannot create the duplicate-heading failure it exists to prevent.** A second `## ` heading carrying this same version would turn `changelog_version` red on `duplicates` the moment anyone else wrote their own block for it — which is exactly the shape of the defect being closed. Later work by any identity takes the next free number instead; the two lines that named this one are now satisfied by text that exists, and their authors' own shift logs are left alone.

- **After, post-commit** — repo-lint lints committed blobs by design, so its own verdict can only be read once the heading is in history: **exit 0**, `failures []`, `citations_missing []`, **144 entries / 144 unique**, `go_compile.ok true`; `tools/queue-source-check` → exit 0 with this entry pointer-only, **111 frozen item lines across 96 sections** and **97** PROGRESS bullets.
- **The citing lines were not edited.** `md5` of `agent-logs/identity-jonas.md` is read before and after and does not move: the citation is satisfied by writing the heading that was missing, not by touching another identity's shift log — the same reason item **(97)**'s redaction is still queued against the founder's A/B/C answer instead of executed unilaterally.
