### Verified
- `php tests/test_ts_ordering.php` → **13 passed, 0 failed** (measured 2026-09-30); mutant proof that section 5 is not vacuous: an ISO `ts` row injected into a copy of the dev DB turns it **12 / 1, exit 1**, and pointing `GLADEX_*_ROOT` at a missing path reports **SKIP** with exit 0.
- `bash tests/test_regression_run.sh` → **314 passed, 0 failed**; `tests/test_registry_coverage.sh` child checker → `unregistered` and `synopsis_flags` both cleared (`syn_ok=21`, `badarg_ok=22`, `help_ok=22`); `tools/queue-source-check` → exit 0; `tools/source-sync-check` → in sync, 44 files; `tools/inbox-status` → exit 0, nothing owed.
### Queue -> agent-logs/PROGRESS.md
Authoritative next-candidate queue lives in `agent-logs/PROGRESS.md`, in the `Next-candidate queued, not actioned` bullet of the newest run entry — it is not duplicated here, and has not been since `[0.4.67]`. To read the live queue, open `PROGRESS.md`; to know whether that is still true, run `tools/queue-source-check`.
## [0.4.137] - 2026-09-30 — queue item (97): a privacy violation sitting on a GREEN tree — applicant personal data is committed in a tracked persona file, and every PII assertion in the repo reads only its own document
### The finding
- **`agent-logs/identity-sofia.md` (tracked, 10,624 lines) carries the raw application mail of all three applicants** — sender name and address, the application subject lines, one acknowledgement's body, and the postfix bounce lines that repeat the same addresses. `team/APPLICATIONS.md` § *"What never enters this repository"* says the opposite in writing: git may hold **metadata only**, *"that an application arrived and what was decided about it — never who it was, never what it said."* Introduced by `56167e6`, also present in `b6f0664`, **already pushed to origin/main**; the working tree matches HEAD (`md5 e43153f2…`), so none of it is merely uncommitted.
### The gap that let it pass
- **`tests/test_applications_hr.php` (34/0) and `tests/test_application_log.php` (38/0) both carry a "no applicant or persona PII" block — and each reads only its own `$doc`.** They police one hand-curated document apiece, never the repository; `tools/repo-lint` has no personal-data rule at all. A green suite and a live violation therefore coexist without contradiction: no assertion ever looked at the file that broke the rule. The fix that closes it is a **repo-wide** guard (scan tracked blobs, not the file under test) — queued as item **(97)** candidate (a), and deliberately *not* landed here, because it can only go green **after** the redaction it depends on.
### Measured, not claimed
- **Bounded to one file**: `git grep -Il` for every applicant name and address across the whole tree (excluding the vendored `gomodcache`) returns exactly one path. `team/APPLICATION-LOG.md` is metadata-only.
- **A content-free line map is what a fix needs**: 16 regions / 20 lines, produced by a mapper that prints line numbers and marker kinds only — the map went to the investor, the names did not.
- **Severity stated honestly**: the addresses are on `example.com` (documentation domain, nullMX — the bounces prove no mailbox received anything), so these are most likely fixtures. That lowers the harm, not the rule: an absolute rule is what lets nobody judge a case by case.
### Reported, not quietly fixed
- Reply posted to **dev 141 / prod 106** with `ts = strftime('%s','now')` (10-digit epoch, `length(ts) = 10` on both, unread after 0/0), offering the founder three answers: **A** redact at HEAD plus a repo-wide guard *(recommended — non-destructive, reversible)*, **B** `git filter-repo` history purge *(operator-executed, rewrites every hash since `56167e6`)*, **C** confirm they are fixtures and amend `APPLICATIONS.md`. **Neither her file nor the history was touched by this run** — editing another persona's shift log on my own authority is the unilateral act the loop's rules exist to prevent, and a HEAD-only edit with no rule behind it would be churn that her next shift regenerates anyway.

STEP 0 verified first: **0 unread** `investor_to_agent` in both DBs, `inbox-status` → exit 0 ("OK - nothing owed", 79/79/0 open), and no unhandled `## ` entry in `INBOX.md`. Nothing is owed a reply this run. Proceeding to the queue's top actionable item, **(94)**.

All notable changes to Gladex are documented here.
Format: `[version] - YYYY-MM-DD — description`
+**Which version heading is "newest"? Three readings, three answers — never infer one from another.** The *first* heading below is the app version train: it is what `app/src/go/build.sh` parses and what `const GLADEX_APP_VERSION` must equal, so it moves only when an entry is written at the top of this file. The *last* heading is the most recently written entry, because everything since the legacy block is appended to the bottom. The *highest* version is what a human reader wants and what `/api/changelog` returns first, since it sorts by `version_compare`. This file is legacy-descending at the top and append-ascending at the bottom, so those three readings are three different numbers today — pick the one your reader needs on purpose.
+
## [0.4.28] - 2026-09-24 — Go CLI joins the single version train: build.sh derives its version from this changelog (was a hardcoded 0.2.0), download badge + docs CLI mentions follow, all four binaries rebuilt
### Fixed
- **Go CLI version train** (queued at 0.4.27): `app/src/go/build.sh` hardcoded `VERSION="0.2.0"`, so every rebuild reported **0.2.0** while the product train had moved to 0.4.x — the downloaded binary, the `/download` badge (`$version = '0.2.0'`) and two `/docs` mentions (`Go CLI binary (v0.2.0)` and the ASCII diagram's `gladex v0.2.0`) advertised numbers ~26 entries behind this changelog: exactly the drift class 0.4.27 closed for the app's nine stale `0.3.0` literals, just on the CLI side. `build.sh` also ignored the README-documented `VERSION=x.y.z ./build.sh` override (silently clobbered by the literal).

## [0.4.138] - 2026-09-30 — queue item (94): CHANGELOG.md stops meaning three different things by "newest" — the preamble now names which reader uses which
### Fixed
- **Queue item (94): two definitions of "newest" became three named readings, written down where the reader meets them.** The top of this file carried a version heading that `app/src/go/build.sh` and `const GLADEX_APP_VERSION` treat as *the* current version, while a human reader — and `/api/changelog`, which sorts with `version_compare` — wants the highest version, and the most recently *written* entry is a third thing again, because the legacy block descends and everything since is appended ascending. Nothing disagreed about the facts; three different readers were silently answering three different questions from one word, which is the shape of defect this repo has been closing since `[0.4.27]` collapsed nine stale literals into one constant. The preamble now states, in one paragraph, what the *first*, the *last* and the *highest* heading each mean and who reads which.
- **A note, not a rewrite.** Reordering this file so first = last = highest would rewrite the history of 143 entries and every line number that cites them; that is the operator's call, not a side effect of a documentation run. The ambiguity is therefore *named* rather than *removed*, and the naming is placed in the preamble — the exact block the `/changelog` page renders above its digest — so the answer is on screen where the question is asked.
### Measured, not claimed
- **The three readings really are three different numbers on this file today**: first heading `[0.4.28]`, highest version `[0.4.138]`, last heading `[0.4.138]` — i.e. first and highest differ by 110 entries, and first and last differ by the whole file. Each is produced by the reader that uses it: `build.sh`'s `grep -m1 -E '^## \[[0-9]+\.[0-9]+\.[0-9]+\]'`, `version_compare` in `app.php`, and a plain last-line read.
- **Every reader of the preamble was checked before a word was added**, because the preamble is not inert: `build.sh` and `test_app_version.php` take the first version heading out of it, the `/changelog` page `preg_split`s it at the first `^## [` and renders it line by line (so the note is written as prose, without a leading list marker and without a literal heading), `test_investor_heading` reads its `h1` out of it, and `repo-lint`'s changelog gate counts headings in it.
### Tests
- Full regression after the edit: **68 suites / 5,911 passed / 0 failed / 0 skipped, `ok: true`, exit 0** — measured, not assumed; the suites that read this file directly (`test_app_version`, `test_cli_version`, `test_changelog_api`, `test_queue_source`, `test_repo_lint`, `test_main_landmark`, `test_changelog_mobile`, `test_app_contrast`, `test_investor_heading`) are green with the note in place, so nothing that parsed the preamble before parses it differently now.
### Queue -> agent-logs/PROGRESS.md
