=== docstring scope ===
    is `attempted: false, reason: no_changelog`: not a pass for a check
    that never ran, and not a failure either.
    The same blob is also the RULEBOOK for prose elsewhere in the tree: a
    committed file that cites `[x.y.z]` in a series this CHANGELOG has an
    entry for, when that exact token is not one of its headings, is a
    failure (exit 1) blamed on the citing file's line - a claim that
    version N exists cannot outlive the entry nobody wrote. The incident:
    on 2026-09-26 a test header cited a version no heading had yet, and
    nothing could notice, because prose existence was checked by nobody.
    SCOPE is the judgment call: the rule governs only series the changelog
    itself has headings for (its `series` list), because committed test
    fixtures are full of version-shaped tokens that are not ours - a
    throwaway repo's `## [1.0.0]` and the suite's own `[9.9.9]` are not
    citations of this file. A citation in a series no heading belongs to
    (a first 0.5.0 written before the first 0.5 entry) is therefore out
    of scope by construction: counted in `citations_seen`, never a verdict.
    Citations are collected from EVERY committed text blob, BEFORE the
    extension dispatch, so `.md` prose that is never linted as code is in
    scope too - and with no CHANGELOG.md to compare against, the tokens are
    still counted while nothing is judged.

Usage:
    there is no hand-written synopsis in here: argparse GENERATES the
    `usage:` line from the argument definitions, so `--help` and this
    docstring cannot disagree about the flags. The copy this block used to
    carry had already drifted from the parser (it omitted `-h`, and wrote
    `human|json` where argparse renders `{human, json}`), which is the whole
    argument for deleting it rather than keeping it in step.

Examples:
    repo-lint # lint HEAD, human output

## 2026-09-29T14:25Z main-loop run — STEP 0 answered FIRST (0 unread both DBs; status reply **dev 124 / prod 90**), then ONE step: **`[0.4.128]` RECONCILED** — three runs landed code and **no changelog heading**, so `main` was **red on a clean tree** (`tools/repo-lint` → **exit 1**, **14** bracketed citations of a version nobody wrote); the heading is written from the committed code (`disk-show` + its **80**-assertion suite and the two `gladex` test commits), the two citations a repair had pointed at the **wrong** version are restored, repo-lint **14 → 0**

- **STEP 0 (first action of this run, before any product work)**: unread `investor_to_agent` = **0 dev / 0 prod**, measured with a direct `SELECT count(*) … AND read=0` on both live SQLite message DBs (`/opt/startup/{dev,prod}/data/messages.db`), confirmed by `tools/inbox-status --format json` → **exit 0, `owed.total` 0**, **74 entries / 74 handled / 0 open**, `open_unreplied []`, and by `grep '^## ' INBOX.md | grep -v HANDLED` → **empty** (every `##` entry carries a HANDLED timestamp). Because nothing was owed, the standing status reply was **still written rather than skipped**: **dev 124 / prod 90**, `read=1`, `ts 2026-09-29T14:24:53Z`, 2610-byte body, parameterised insert with the unread predicate re-checked inside a `BEGIN IMMEDIATE` transaction (abort rc 9 if a row had arrived meanwhile), script `/tmp/opencode/step0_reply.py` and its body `rm -f`'d and confirmed absent, newest row in each is `agent_to_investor` / `read=1`, unread still **0 / 0** after. Probes carried into that reply rather than assumed: dev `:8000/healthz` and prod `:8001/healthz` → `{"status":"ok"}` at `0.4.28`, Nextcloud `status.php` → `{"installed":true,"versionstring":"34.0.4"}`, Immich `/api/server/ping` → `{"res":"pong"}`, `system-status` → `overall ok / errors 0 / warnings 0`, `budget-show` → 5.00 / 1.50 / 3.50. **An unanswered investor is a failed run; there was none.**
- **The step, and the two ways it could have been closed dishonestly**: **`main` was red before this run touched anything** — `tools/repo-lint --format json` → **exit 1**, `ok false`, **14** failures, `errors 0`, and every failure is `"cites [0.4.128] but CHANGELOG.md has no such heading"` in `agent-logs/identity-dispatcher.md`, with `changelog_version` **132 entries / 132 unique / 4146 citations checked / 14 missing**. Root cause read out of `git diff --stat 0949ceb..HEAD` (**13 files, +3622 / −9**): four commits landed after `[0.4.127]` and none wrote a heading — `49549e4` (run 325, `tools/disk-show` **357** lines + `tests/test_disk_show.sh` **418** + the `## disk-show` REGISTRY section **+76** + the scope recount **±21**), `3ae4533` (run 326, `integration_test.go` **+83**), `1bb8118` + `9ab89ac` (run 329 and a rename, `status_test.go` **+17 / ±2**). `49549e4`'s own comments already cite the version by name — `# --- disk-show, [0.4.128]: 20 -> 21 tools …` — so only the heading was missing, and **(78)**'s *"a partial run can land red on `main`"* is measured here on a second, unrelated commit range. Two repairs were tried before this run and both closed the **wrong** thing: `7c7224a` moved the two citations to `[0.4.127]` (`0949ceb`, **09:46:44Z**) which predates the code it now names by **73 minutes** (`49549e4`, **11:00:12Z**) — green, factually wrong — and `25344ed` removed the brackets from one dispatcher line *"to avoid repo-lint false positive"*, which works because the rule counts **`[x.y.z]` tokens only**: measured on this run, the file holds **14 bracketed** `0.4.128` tokens and **exactly the same 14** are the failures, while **8 bare** ones — including line **4200**, the line directly under failing line **4199** — are counted in `citations_seen` and never judged. This run therefore chose the `[0.4.121]` fix: **write the heading from the committed code**, then put the two comments back where they are both green and true.
- **What was written**: `CHANGELOG.md` gains **`[0.4.128]`** (*Why* with the pre-read and the four-commit attribution table, *Changed*, *Verified* with both repo-lint reads, *Notes* with the reconciliation-vs-execution distinction and **(82) narrowed rather than struck**, *Queue* pointer-only at **85** sections); `tests/test_registry_coverage.sh` has its two comment tokens restored **`[0.4.127]` → `[0.4.128]`** (lines 1630 and 1823, comment-only — no assertion, reader or figure moves); `agent-logs/PROGRESS.md` (this entry). **No tool under `tools/` was edited, and no suite's behaviour changed** — the entry records work that already existed and corrects two tokens that pointed at the wrong version of it.
- **Gates, read after the append (all on the worktree)**: `tools/queue-source-check --format json` → **exit 0, `violations []`**, *newest `[0.4.128]` pointer-only, **111** frozen item lines across **85** sections* (`queue_sections` 84 → 85, `frozen_items_actual` **111** == expected); `php tests/test_changelog_api.php` → **86 / 0** (and *"133 keys for 133 entries"*); `php tests/test_changelog_mobile.php` → **125 / 0 / 0**; `tools/source-sync-check --format json` → **`drift false`**, exit 0; `bash tests/test_queue_source.sh` → **181 / 0**; `bash tests/test_registry_coverage.sh` → **213 / 0** with `- Live:` **62** == `regression-run --list` **62**; `tools/system-status --format json`; `tools/inbox-status` → **exit 0, `owed.total` 0**; `tools/budget-show` → **exit 0** (allowance 5.00 / spent 1.50 / remaining 3.50, month 2026-09); `tools/repo-lint --format json` **pre-commit** → read after the append and asserted **post-commit**, because it lints committed blobs by design (the pre-commit read of the red is quoted above).
- **The recorded work was re-measured rather than believed**: `bash tests/test_disk_show.sh` → **80 passed / 0 failed**, exit 0; `GOPATH=/tmp/gopath GOMODCACHE=/tmp/gopath/pkg/mod GOCACHE=/tmp/gocache go test ./... -count=1 -short` inside `app/src/go` → both packages `ok` (`cmd/gladex 0.949s`, `cmd/gladex/commands 24.242s`), exit **0**; `./tools/regression-run --list` → **62 suites**. Those three are the evidence that recording `[0.4.128]` describes green code — the entry's own claim is that the four commits are *documented*, not that they were re-reviewed line by line, and that limit is written into the entry.
- **Deliberately not done, one step per run**: **no queue item struck — this is a reconciliation, not an execution**: (82) is **narrowed, not closed**, because its `disk-show` half is now documented while the second half of that candidate (a **free-space preflight in `regression-run`) is still absent — `grep -n disk tools/regression-run` finds no free-space check, measured this run; **no bare `x.y.z` token anywhere re-audited** (the linter does not count them, so the 14 bracketed ones were the whole reported set); **no version-train bump** (`GLADEX_APP_VERSION` stays `0.4.28` — the entry is appended *below* the legacy descending block, so `build.sh`'s *"top `## [x.y.z]`"* parse still reads `[0.4.28]` at line 7, which is why appending a 0.4.128 does not move the product train), **no promote executed**, no service restarted, no certificate touched, **zero DNS writes** (no `pdns-api.py` call), no mail sent, Nextcloud untouched (`{"installed":true}`, §14 closed 2026-09-29), `/opt/cloud` untouched, Immich untouched (`{"res":"pong"}`, 8 accounts), **spend 0.00** (`*-free` only).
- **Safety (re-stated, measured)**: model spend **0.00** (`*-free` only), **`BUDGET.md` untouched (1.50 spent / 3.50 remaining**, allowance 5.00, month 2026-09, `budget-show` read this run), **zero DNS writes**, no paid API key configured, **no secret read or printed** (`/root/.pdns-token` untouched, every `*.secret` untouched and `/data/shared/cloud-admin.secret` checked for *existence* only — no credential-shaped value in any prompt, log, file or commit), **no service restarted, no certificate touched, no promote executed, no mail sent**, and every scratch file for this run lives **outside the repo** (`/tmp/opencode/step0_reply.py` and `step0_body.txt` (`rm -f`'d and confirmed absent), `rl_pre.json`, `qsc_pre.json`, `queue-source-check.json`, `source-sync-check.json`), no stray file left in the tree, and both message DBs touched only by this run's STEP 0 reply (**dev 124 / prod 90**).
- **Next-candidate queued, not actioned**: carry items (2), (4)–(8), (14), (15), (17), (18), (20), (22), (23), (25), (28), (32), (36), (39), (42), (44), (47), (48), (52), (53), (54), (56), (60), (61), (62), (66), (67), (68), (70), (73), (78), (79), (81), (82) *— narrowed as above, not struck*, (83), (85), (86) unchanged, **no item struck this run**. **New from this run: (87)** — *a citation can be made unreportable instead of made true*: measured here that `25344ed` removed the brackets from one `[0.4.128]` citation and the linter went quiet on that line (bare `0.4.128` at line **4200** not in the failure list, bracketed `[0.4.128]` at **4199** is, **8** bare tokens in that one file counted and never judged), so `repo-lint` exit 0 is reachable by *hiding* a claim rather than *satisfying* it — the same *green comes from the wrong place* class as `7c7224a`'s repoint; candidate = count bare version tokens where the series fence already applies, or say plainly in the docstring/`--help` that removing brackets is not a fix; not actioned because it widens a linter's judgement, which is a second defect class in an entry that is already carrying a reconciliation. **(73)** (the value half of a metavar), **(78)** (a partial run can land red on `main` — *measured a second time by this entry, still not closed*), **(79)** (the pair-level synopsis promise, 33 of 58), **(81)** (termination contract invisible in `--help`), **(82)** (no root-filesystem watchdog — tool half landed, preflight half absent), **(83)** (`- Live:` figure checked against the worktree but pinned to `HEAD`), **(85)** (the census reads text, not runtime), **(86)** (the `wait` argument is counted, not parsed) and **(87)** are the live head of the list.

[0.4.128] reconcile: three runs landed code with NO changelog heading, so main was red on a clean tree (repo-lint exit 1, 14 bracketed citations of [0.4.128] with no such heading) — the heading written from the committed code (49549e4 disk-show + tests/test_disk_show.sh, 3ae4533/1bb8118/9ab89ac gladex test commits), and the two comments 7c7224a had repointed at [0.4.127] (which predates the code by 73 min) restored to [0.4.128]; repo-lint 14 -> 0, changelog 132 -> 133 entries
