**Purpose**: The brief's **BOOTSTRAP rules 2-3**, made checkable. It asserts that
every script under `tools/` has a `tools/REGISTRY.md` section carrying the four
fields the brief names (name, purpose, usage, exit codes), that every registered
section still names a file that exists, and that every tool answers `--help`
with exit 0 and a non-empty body — the *coverage* reading of the registry, which
nothing did before: the four suites that mention `REGISTRY.md` each grepped
their own section, so a tool added without one, or a section that lost a field,
was invisible by construction (the same shape as the `pinned by this suite`
comments `[0.4.108]` / `[0.4.111]` / `[0.4.112]` found unloved). Since
`[0.4.114]` it also asserts the *truth* reading of that fourth field: having an
`**Exit codes**` block says nothing about whether the table inside it describes
what the tool does, so every tool is probed with an unrecognised flag and every
table is read to confirm it really lists the code 2 it implies (queue item (64)).
Since (63), 2026-09-28, it also reads the registry as a **claim about the
regression itself**: six lines in `REGISTRY.md` quote a `<N> suites` total, one
of them on a `- Live:` bullet that still said **40** while `regression-run
--list` discovered **59**, and no reader existed for either side. Section F
requires exactly one such Live line, checks its count against the tool's own
`discover()`, and requires every other figure to carry a `YYYY-MM-DD` on its
line — dated history is allowed, an unattributed present claim is not.

Since `[0.4.117]` it also probes bad **values** of flags the tools really
define (queue item (65)). E's probe used a name no getopt table could carry,
which is the easy half: a tool can refuse every unknown flag and still swallow
a value of a flag it declares. This one was a **repair, not a guard** —
measured 2026-09-28, `system-status --format xml` ran all 36 checks for 39s and
exited **0** with human output, `version-check --format xml` printed
`OK: dev=0.4.28 prod=0.4.28 (match)` with exit **0**, and a value-less
`--format` exited **1** (`$2: unbound variable` / a failed `shift 2`) — three
ways to miss the `2 - Invalid arguments` both tables promise. Both parsers now
validate before any I/O, and section G keeps them honest with a **derived**
scope, never a hand list: `--format` comes from the tool's own `--help`
(17 tools), probed as an unknown value *and* as a missing one; `--timeout 0`
comes from the registry block that **names** the flag (6 tables); and since
`[0.4.118]` a **`PORT` metavar** comes from the tool's own `--help` again
(4 flags across 3 tools — `tls-check`, `verify-landing`, `version-check`),
probed as a value that cannot be a port *and* as a missing one. **PORT is the scope
rather than "any flag", and that is derivable in one line: a port is always an
integer 1-65535, so `not-a-number` is invalid for every tool that has one
without asking any of them** — which is also why the derivation stops there and
does not widen to `--domain`/`--server`/`--ca-file`, where whether that value
is legal is the tool's own semantics rather than a fact about the type. And
since `[0.4.119]` the **missing-value** half is no longer two flag names at
all: every `--help` line that puts a token right after a flag — exactly one
space, the getopt-help convention for a value-taking flag, with a boolean's
description indented instead — is probed for a missing value (37 flags today,
`miss_n`), because a name list can never be complete and `verify-landing
--env` was the last flag still exiting **1** from its own `shift 2` while its
table promised `2`. `--format` and `PORT` keep their own probes (same subject
string), so G15 **recounts the whole scope with a second, separately-written
reader** and asserts the three counts add up to it — one probe per flag, none
skipped, none twice. **Granularity
declared (compare-or-declare, as (54)/(56)): only code 2 is machine-checked,
through those four probe classes.** Every other documented code — `tls-check`'s
`3`/`4`/`5`, `promote-dev-to-prod`'s `5`–`8`, `healthcheck`'s `1`/`3`,
`smtp-relay-probe`'s `1`/`3`/`4`, `regression-run`'s `3`–`5` — still has **no
reader**, because each needs a live service, a relay or DNS to reach, and that
