Harm, stated concretely: `--help` is the only copy of "clean" an operator sees without opening the child, and that copy was true when it was written — before repo-lint could exit 1 on a Markdown file. `[0.4.53]` already proved the runtime half of this (`committed file(s) fail to parse or compile: CHANGELOG.md`), but the refusal was only half the lie: the help *beside* it still implied that a parse or a compile failure was the only road to exit 7, so a duplicate `## [1.0.0]` refused a promotion with no sentence anywhere in the tool that could explain why.
