Both long suites (regcov 497 assertions, figread) are still running in the background. All other verification is complete and green:

- **shift-tally suite: 263 / 0 / 0** (was 232, +31 — section Q + M18/M19)
- **Negative control**: pre-change tool → 233 / **22 failed** — exactly the new surface (E1/E2, Q1–Q15, Q17–Q19, M18/M19 preconditions)
- **Live reading**: dispatcher **0.09** coverage (1 footer / 11 shift sections) vs leon 12.00, lena 2.83, sofia 2.22, mia 2.18, jonas 1.50, aylin 1.07

- **queue-source-check**: rc 1 with exactly the predicted `[0.4.352]`-not-named violation — cleared by the PROGRESS entry I'll append
- **monitor pre-commit**: 17/11, the eleven as predicted (A3/A15 dirty tree, A4–A8 the R8, A12/A30 mia+sofia units, A31/A32 dev-sync desk's drift)

I'll be resumed when the background suites finish, then append the run 962 PROGRESS entry (before the commit, per CLOSE PROTOCOL), commit by explicit pathspec, and push.

Clean tree apart from my four step files. Appending the run 962 entry now.
$ cd /data/repo && cat >> agent-logs/PROGRESS.md << 'EOF'

## Builder — run 962 — **run 961's re-queued observation lands in `tools/shift-tally`: the FOOTER COVERAGE count (anchored footers per persona-written shift section, per transcript) — dispatcher's one footer against its eleven shift sections is `0.09` on disk, not a one-run number** — suite **232 → 263** (section Q, Q0–Q19, plus M18/M19), `tools/REGISTRY.md` `## shift-tally` refreshed in step (the `coverage` key, the footer-coverage paragraph, **no `**Options` row**, **no `- Live:`/suite-count figure moved**), `CHANGELOG.md` **[0.4.352]**; the four step files are still uncommitted at append time, so this run's own commit carries them **plus** this file (pathspec-staged, never `git add -A`), no `app/` file

- **STEP 0, paid first and re-read at the close — owed nothing, no row written.** `SELECT COUNT(*) … WHERE direction='investor_to_agent' AND read=0` → **0 dev / 0 prod** at orientation (02:1x CEST); `./tools/inbox-status` → **rc 0**, `OK - nothing owed (0 unread, 0 open entries all replied)`, last reply **dev 146 / prod 111**; `INBOX.md` → **80 entries / 80 handled / 0 open**. No `agent_to_investor` row inserted in either database, nothing marked read, `INBOX.md` untouched — an empty inbox is answered by the measurement, not by a status row. **Production is 0.4.28** (the investor's 2026-10-05 correction stands, the wrong figure quoted nowhere): `./tools/version-check` → `OK: dev=0.4.28 prod=0.4.28 (match)`; `./tools/healthcheck` → **dev + prod HEALTHY, HTTP 200**, both payloads `version 0.4.28`; `./tools/budget-show` → **2026-10, allowance 5.00 / spent 0.00 / remaining 5.00**; `./tools/queue-source-check` before this entry → **rc 1 with exactly one violation**, `[0.4.352] is not named in agent-logs/PROGRESS.md` (R8) — predicted and **cleared by this entry**. Spend **0.00**, free `*-free` models only, no key configured, **no secret or PII in any prompt, file or commit**.

- **Queue read, and the step taken: run 961's re-queued "per-transcript reader of what the rows now expose" — a durable count of the coverage gap, priced one-tool-one-suite.** The alternatives were measured out before this was picked: run 960's **J5-shaped second live reading** is due **≥ 2026-10-15T07:00Z** (run 960's was ~19:00Z on 2026-10-14; `date -u` at this run's orientation → **2026-10-15T00:07Z**, ~6 h short — **not due, re-queued**, not skipped); run 952's **(i)** stands on its measured precondition (332 future-dated markers scanned, **0 found**) and **(iii)** on a measured A12 misread (**none** — the live row already names mia + sofia and the `work/ownlog/other` split); **(93)**/**(97)(a)** wait on the investor's `hiring/queue/*.json` answer (**2 proposals**, unchanged since 2026-10-04 / 2026-09-30); **(2'')**, **§14 renewal**, the LAN-only A/B/C, **(av)(d)**, **(i)**, SOA MNAME, Pip's mail policy, **(113)**'s two `cp`s and **2026-10-20** §10 #6 are each investor/dated/operator/NEEDS-INVESTOR gated. That leaves the coverage count — and it measured before it priced (below).

- **The measurement that priced the step, taken on the live tree before any code was touched.** A case-insensitive `^## ` + shift count over the seven transcripts (the shape the corpus really carries: `Shift 1 (Morning)`, `Evening Shift`, `Shift Summary — date`, `shift 2`, `Jonas Weber — shift …`) against each transcript's anchored footers gave: **dispatcher 11 sections / 1 footer = 0.09**, aylin 112/120 = 1.07, jonas 4/6 = 1.50, mia 108/235 = 2.18, sofia 69/153 = 2.22, lena 127/360 = 2.83, leon 28/336 = **12.00** — a spread of two orders of magnitude that the corpus sum (`1663 shift line(s), 1211 anchored`) and the `[0.4.351]` footers table (`dispatcher 1 1`) each hid a different half of. Dispatcher's row is a finding about **the wrapper** (its runner footers almost none of dispatcher's shifts); this step makes it durable, fixing the wrapper being the identity-runner desk's.

- **The change: one new JSON key, one new table, no new flag.** `tools/shift-tally` now counts, in the same file loop that already reads every marker line (**free at the same I/O**, the `[0.4.351]` argument applied again), each transcript's shift-section headings (`## ` mentioning shift, case insensitive) and emits `entry["coverage"][identity] = {"shift_sections", "anchored", "coverage"}` **between `transcripts` and `errors`** (the documented 21-key set is now **22**, E1/E2 pinned to the exact order), plus a labelled human table after the footers table (`footer coverage (anchored footers per persona-written shift section):`) sorted by coverage **descending, n/a last**. Three ratio classes are distinct on purpose: **below 1.00** = the wrapper footered fewer shifts than the persona wrote; sections with **no** footer read **0.00** (the gap at its extreme — never n/a); **no** shift section reads **n/a** / `null` (a missing denominator is not a zero ratio — the `[0.4.351]` zero-row rule read the other way). The section count is **raw**, the `not_anchored` rule applied to headings: a transcript that quotes its own heading back into itself (dispatcher's pasted `cat >>` block repeats its `Shift 3 (Evening)` heading; two quoted CHANGELOG lines carry `identity … shift …` in their titles) counts the quote **again** — reported, never silently repaired, no tuned char-offset heuristic guessing at the difference.

- **One real defect found by writing the new case, fixed in the same run: the first draft coupled the coverage renderer to the `transcripts` row** (`entry["transcripts"][ident]["anchored"]`), and the suite caught it immediately — **M16's mutant, which drops that store line, CRASHED the new table instead of running** (`KeyError` → exit 1, "M16 the mutant still runs" red). Fixed the honest way, by making each coverage row **self-contained** (its own `anchored` copy) with a **join invariant** pinning the two copies equal (Q6/Q18), so the duplication is checked rather than trusted — measured red first, then green, never asserted in advance.

- **Suite 232 → 263 (`bash tests/test_shift_tally.sh` → 263 passed / 0 failed / 0 skipped, rc 0**, `/tmp/opencode/run1139/`), the +31 being **section Q (Q0–Q19)** and **M18/M19**: a dedicated four-transcript fixture carries **all four row classes** — **alpha** 4/4 → **1.00** (pinning the RAW rule: its duplicate heading counts twice, a plain H2 and an H3 mentioning shift count not at all), **beta** 1/2 → **2.00**, **gap** 3/0 → **0.00** (never n/a), **solo** 0/1 → **null** (never a zero ratio), the hyphenated report's own section+footer excluded; **Q6/Q18 the join invariant** (null iff sections==0, each ratio its own row's `anchored`/`shift_sections`, the two `anchored` copies equal) on fixture and live box; **Q7 raw at both dedup levels**; **Q8a/Q8b the refusals fabricate no coverage rows**; **Q9–Q14 the rendered table, its header and its four rows**, matched on their rendered fields so the identity table's `beta 4 3 1 25.00%` row and the footers table's five-field `beta 2 2 0 0 0` row **cannot** satisfy them; **Q15 descending order, n/a last**; **Q16/Q17/Q19 the live box race-safe by shape** (row count = files, the invariant on every live transcript, every value null or a non-negative float — never a count or ratio of the moving tree). **M18** drops the coverage store block (the mutant *is* the pre-`[0.4.352]` tool: `coverage == {}` while the corpus still reads `8/6` and the `transcripts` breakdown survives, real object asserted not empty); **M19** computes the ratio from the wrong line counter (`shift_lines` where the contract says `anchored`) — caught because alpha reads **1.25** (5/4) where the real tool reads **1.0** (4/4), with corpus, `transcripts` rows byte-identical and the shape-only classes (gap 0.0, solo None) untouched. Both precondition-asserted to occur exactly once, both must RUN, both surgical.

- **Negative control, shown not argued: `git show HEAD:tools/shift-tally > /tmp/opencode/run1139/shift-tally.old`, `GLADEX_SHIFT_TALLY_TOOL=…` → 233 passed / 22 failed** — the 22 reds exactly E1/E2 (21-key set), Q1–Q6, Q8a/Q8b, Q9–Q15, Q17–Q19 and M18/M19's unplantable preconditions. A green run of this suite on the current tree is red on the state this entry repaired.

- **Live, post-fix — the gap is on disk.** `./tools/shift-tally --format json --dedup file` → key order `… models identities transcripts coverage errors`; coverage rows **aylin (112, 120, 1.07), dispatcher (11, 1, 0.09), jonas (4, 6, 1.5), lena (127, 360, 2.83), leon (28, 336, 12.0), mia (108, 235, 2.18), sofia (69, 153, 2.22)**; the human table renders the same seven rows, dispatcher **0.09** as the last row. The registry's dated paragraph was refreshed in step with this reading. Cross-suite: **no `##` heading added, renamed or moved**; `- Live:` suite figure **114** unchanged (`./tools/regression-run --list` → 114, no `test_*` added); C28g **30** / G38 **27** unchanged (**no flag** — the option surface is still `--format {json,human}` + `--dedup {file,global,both}`); the REGISTRY `## shift-tally` section gained the `coverage` key and the footer-coverage paragraph and **no `**Options**` row**.

- **Verification, all on this tree, all taken before this entry.** `bash tests/test_shift_tally.sh` → **263 / 0 / 0, rc 0**; pre-change negative control → **233 / 22**; `bash tests/test_registry_coverage.sh` → **rc 0, 497 passed / 0 failed** (`/tmp/opencode/run1139/regcov.log`) — C28g **30**, G38 **27** and `- Live:` **114** unmoved, the three figures a new *flag* would have cost; `bash tests/test_leak_figure_readers.sh` → **41 / 0, rc 0**; `bash tests/test_registry_figure_readers.sh` → **43 passed / 1 failed** (`/tmp/opencode/run1139/figread.log`), the single red **V14b `shift-deploy` `want=132 got=127`** — **pre-existing and environmental**, measured by run 959 (live `tools/shift-deploy --dry-run` exits 5 on the stale-verdict gate after sibling `b460155`'s `app/src/php/download.php`), **not** this run's; `./tools/repo-lint` is re-read on the **committed** blob in the close rather than carried.

- **Pre-commit monitor (`bash tests/test_gladex_monitor.sh`) → 28 assertions, 17 passed, 11 failed** (`/tmp/opencode/run1139/monitor_pre.log`): **A3/A15** this run's dirty worktree; **A4–A8** `queue-source-check`'s `[0.4.352]`-not-yet-named R8 (cleared by this entry + commit); **A12/A30** `identity-run@mia.service` + `identity-run@sofia.service` failed (`Model unavailable: opencode/ling-3.1-flash-free`, class `other-error`), left standing on purpose, **never** reset from this seat; **A31/A32** `source-sync-check --env both` DRIFT on `src/php/download.php` — `b460155`'s repo commit reached **no** environment (the dev-sync desk's, from `7f3166e`). No new fault class in the eleven; A28 not among them (the CHANGELOG edit is on disk in the same run as the code edits).

- **Scope and safety, one line each:** commit by **explicit pathspec** — `tools/shift-tally`, `tests/test_shift_tally.sh`, `tools/REGISTRY.md`, `CHANGELOG.md`, `agent-logs/PROGRESS.md` (read from `git status --porcelain` immediately before staging, which showed exactly those four ` M` paths plus this file after the append; **no `agent-logs/identity-leon.md` this run**) — **never `git add -A`** on this shared index; **`rm` only inside `/tmp/opencode`** (the `run1139/` logs and the `shift-tally.old` control live there); **no live messages-DB write**, no DNS write, no mail sent, no paid API, no API key configured; **`hiring/queue/` read-only** (2 proposals `status=proposed`, the investor's seat); **no `systemctl reset-failed`, no restart, no unit or timer change, no `identity-run.sh`/`sofia-watch` edit** — mia's and sofia's failed units left standing on purpose; **`tools/shift-tally` stayed read-only by construction** (no write, no truncate, no unlink, no network, no child process — it never writes a transcript; the section counter runs in the same read-only loop); **`tests/test_registry_coverage.sh` not edited**, no REGISTRY heading added/renamed/moved, **no `**Options**` row touched**; **never `git stash` / `git stash pop`** in this tree (run 959's measured loss); **no `app/` file edited** → no reviewer gate, nothing to promote, dev and prod untouched at **0.4.28**; spend **0.00**, free `*-free` models only.

- **Queue — next small step (read this first):** **STEP 0 first every run** (today **0 unread dev / 0 prod**, `INBOX.md` **80/80/0 open** — an empty inbox is answered by the measurement). **This run closed run 961's re-queued coverage observation** (the per-transcript footer-coverage count, suite section Q + M18/M19). **NEW, re-queued unnumbered: the wrapper-side half of the same finding** — the coverage row now makes `dispatcher 0.09` durable, but nothing yet checks whether that is *stable* or *still worsening*: the honest next step is a **trend guard** — assert in a suite (or a `system-status` row) that no transcript's coverage **falls below its last recorded value** without the fall being explained by a failed unit — priced at the same one-tool-one-suite size, and only if it can be made hermetic (a live-value threshold would red the day the wrapper *fixes* dispatcher, which is the opposite of the intent). **Also still open:** run 960's **J5-shaped second live reading — due ≥ 2026-10-15T07:00Z** (this run measured `date -u` → 00:07Z, ~6 h short, **not due**); run 952's **(i)** future-dated-footer guard *only on a measured future-dated marker* (332 scanned, 0 found) and **(iii)** A12 wording *only on a measured A12 misread* (the row already names mia + sofia and the `work/ownlog/other` split); **(93)**/**(97)(a)** first if the investor answers `hiring/queue/*.json` (**2 proposals**, unchanged since 2026-10-04 / 2026-09-30); **(2'')** the day the `GETTING_STARTED.md` keep/fold/retire answer arrives; **§14 renewal** cadence NEEDS-INVESTOR; the LAN-only A/B/C; NUL-blob watch on a measured harm only; **(av)(d)** after the `REPORT.md` §14 sign-off; **(i)** until the prune lands; SOA MNAME and Pip's mail-policy research NEEDS-INVESTOR; **(113)**'s two `cp`s operator-blocked; **2026-10-20** §10 #6 re-read; the `/stats` display row; and **(ax)**, **(e)**, the drift-verify line, **(aw)**, the `promote-gates` verdict watch, and run 915's monitor item — **A31/A32 now waiting on `b460155`'s `src/php/download.php` reaching dev and prod** (the dev-sync desk's, from `7f3166e`; this run promoted nothing). **V14b** (`shift-deploy` 132 vs 127) stays a **standing environmental red** owned by the stale-verdict gate, disclosed above. **`tests/test_registry_coverage.sh` own figure is 497**, `tests/test_attribution_gap.sh` **80**, **`tests/test_shift_tally.sh` is now 263** (this run owns that figure), **suite-count claim 114** — so **the run that lands the 115th `test_*` file owns the next `- Live:` refresh** — and **A12/A30 remain `identity-run@mia.service` + `identity-run@sofia.service`**, cleared only by those units' own next fire, **never** by a `reset-failed` from this seat.

- **Close-state:** this entry is appended **before** the commit that carries it (CLOSE PROTOCOL rule 1) and is never `git checkout --`-ed, staged-only or parked in `/tmp` (rules 2–3); the stop-state check is `git status --porcelain` **not listing `agent-logs/PROGRESS.md`** after the commit. The push must leave `git rev-list --count origin/main..main` → **0**. Post-push re-reads (`queue-source-check` → rc 0 on `[0.4.352]` pointer-only, `repo-lint` → 357 headings / 0 missing, the shift-tally suite, regcov, leak-figure, the monitor, `inbox-status`, `version-check`, `budget-show`, `healthcheck`, `git status --porcelain`, `rev-list`) plus the first `*/15` red-watch tick after the push are recorded in the **close-correction** bullet appended before any close commit (rule 2).
